Luke Baxby has built a distinguished career in health economics and social policy since graduating from John Paul College in 1996. With over 20 years of experience in the health sector, Luke has led major reforms in virtual health, health service planning, commissioning, infrastructure planning and financial strategy. After serving at Deloitte in 2008 and rising to become National Lead Partner for Health and Human Services, he transitioned in 2024 to become Managing Principal of Create Health Advisory.

At Create Advisory, Luke leads a team dedicated to transforming health systems through evidence-based, personalised strategies. Luke’s leadership is grounded in lived experience and a commitment to delivering smart, impactful solutions. His work continues to shape the future of Australia’s health system, with a focus on equity, sustainability, and meaningful client partnerships.
